Legislation Impacting Mobile Home Parks (MHPs)

Haller Lake neighbor Linda McCoy has alerted us to three bills which may impact our neighbors in the 74 homes in Halcyon and the 69 homes in Bella B.  Last year, the Halcyon MHP was put up for sale for development, but the Seattle City Council imposed a moratorium on MHP development (pay wall).  Since, the moratorium has expired and Halycyon has been sold to West Coast Mobile Home Parks Inc

  1. Three Year Notice of Closure (SB 5079)
Require landlords to provide home owners with three years’ notice before closing a MHP or compensate home owners at fair market value or $5,000, whichever is greater.

  2. Opportunity to Purchase (HB 1100)
Make it easier for a Home Owners’ Association or Cooperative to buy their MHP if it goes on the market.

  3. Relocation Assistance (HB 1083)
Simplifies current relocation assistance program to just pay cash relocation assistance, eliminating complex rules about how the assistance can be used.
